If you have a specific venue or date in mind, securing it early is the single most important first step. Smaller or midweek weddings can often be planned in 6–9 months.
In order of priority: venue (this sets your date and capacity), photographer/videographer (best ones book 12–18 months out), and caterer (if not included in the venue). Everything else — florist, DJ or band, cake, hair and makeup — can follow once those three anchors are in place.
